How Is Freelancer Tax Calculated in Pakistan? (FY 2026-27)
Pakistani freelancers fall under two completely different tax regimes depending on how and where they earn — and most people don't know this, which either costs them a lot of extra tax or lands them in trouble with FBR.
Regime 1: PSEB Final Tax — 0.25% (Best for Fiverr/Upwork)
Under Section 154A of the Income Tax Ordinance 2001, freelancers who receive foreign remittances through Pakistani banks for IT and IT-enabled services pay a final tax of just 0.25% on gross receipts. This is extended until 2029 under Budget 2026-27. This regime covers income from Fiverr, Upwork, Freelancer.com, Toptal, PeoplePerHour, and direct foreign clients who pay via wire transfer to your Pakistani bank account. The 0.25% is withheld by your bank when the payment arrives — you don't need to calculate it yourself. This is why Pakistani freelancers on Fiverr/Upwork pay almost no tax.
Regime 2: Regular FBR Slab Rates (YouTube, AdSense, Daraz, Local Clients)
Income from YouTube AdSense, Google AdSense on your website, Daraz affiliate/seller income, and local Pakistani clients is taxed under the regular non-salaried progressive slab rates. For FY 2026-27 these are:

Filer vs Non-Filer — Why Filing Matters
If you are a tax filer (registered on ATL — Active Taxpayer List), you benefit from lower withholding tax rates on bank transactions, vehicle purchases, and property. Non-filers face withholding tax rates up to 2x higher on the same transactions. Filing a return in Pakistan is free and takes about 30 minutes on the IRIS portal (iris.fbr.gov.pk) — even if your tax is zero, filing puts you on ATL and saves you money on everything else.
How to Pay Your FBR Freelancer Tax
For PSEB income (Fiverr/Upwork), your bank deducts 0.25% when the payment arrives — nothing else to do except file your annual return showing this income. For slab-rate income (AdSense, local clients), you pay your tax through a Computerized Payment Receipt (CPR) via your bank's online banking using FBR's PSID system. File your annual return on IRIS (iris.fbr.gov.pk) by September 30th each year.
